FERPA (Family Educational Rights and Privacy Act). FERPA is a Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education. FERPA applies to all students under the age of 18 with a few minor exceptions. PCI (Payment Card Industry)
PCI requirements can be difficult to comply with in higher ed due to the wide variety of vendors and locations that process cards. This coupled with underfunded cybersecurity programs makes higher ed a favorite target of hackers.
A report by the Digital Citizens Alliance states that close to 14 million email addresses and passwords of faculty, staff, students, and alumni were bought and sold on the dark web over an eight-year period.

HIPAA (Health Insurance Portability & Accountability Act) for Protected Health Information (PHI).
While most K-12 student's medical information is covered under FERPA, HIPPA can apply to both K-12 and higher ed when the schools are private, meaning they receive no federal funding. HIPPA may also be applicable when schools are handling health plans or transmitting healthcare information electronically. As a general rule, HIPPA requirements replace FERPA once the student turns 18 unless the school is operating a health clinic in which case FERPA compliance is still required.
Compliance is not black or white, and for every rule this are often exceptions. Many school systems have different demands, and the compliance requirements are constantly changing.
